Member States have requested the Secretary-General to ensure that all United Nations programmes pursue the strategies of gender mainstreaming and gender balance. Gender mainstreaming is "the process of assessing the implications for women and men of any planned action". It focuses attention on ensuring that the concerns and experiences of individuals of both sexes are taken into consideration in the design, implementation, monitoring and evaluation of programmes.
In March 2010, the United Nations developed new Gender Guidelines for Mine Action Programmes to help mine-action policymakers and field personnel incorporate gender perspectives into all operations of mine action.
The new Guidelines include lessons learned and best practices from around the world in gender mainstreaming in the domain of mine action as well as updated check-lists for the field personnel to use. Currently, only an English verison is available, however, the new Guidelines will be soon translated into all UN languages. The Strategy of the United Nations on Mine Action 2013-2018 (PDF) explicitly makes reference to gender mainstreaming in mine action.
The policy seeks to apply General Assembly and Security Council resolutions and presidential statements to the work of the United Nations in the area of mine action. It is informed by relevant international treaties, the International Mine Action Standards (IMAS), and 15 years of collective knowledge, expertise, and lessons learned of the United Nations mine action partners, governments, nongovernmental organisations (NGOs), international organisations and regional organisations.
