Earlier this month, 8 January marked 100 days since the adoption of the United Nations Security Council resolution 2793 on 30 September 2025.
Through this resolution, the Security Council requested the United Nations Secretary-General to establish the United Nations Support Office in Haiti (UNSOH), providing logistical and operational support to the newly authorized Gang Suppression Force (GSF), Haitian National Police and Haitian armed forces and the United Nations Integrated Office in Haiti (BINUH).
Guided by this mandate, the Department of Operational Support (DOS), in close collaboration with other UN entities, has been leading efforts to establish and operationalize UNSOH by 31 March 2026, including:
🔹 Signing of a land and premises agreement with the Government of Haiti.
🔹 Designating the Dominican Republic as the medical evacuation location for UNSOH-supported personnel, with the Dominican Republic agreeing to host an office for transactional functions in Santo Domingo.
🔹 Securing a commitment authority from the General Assembly of $271 million to provide initial funding for UNSOH for the period ending 30 June 2026.
🔹 Expediting recruitment activities, including the selection of Director of Mission Support for UNSOH, who deployed in January 2026.
🔹 Deploying vital air assets.
🔹 Completing key procurement actions for civilian aviation capability, rations, fuel, medical treatment, freight forwarding and infrastructure to support the GSF and UNSOH.
🔹 Deploying equipment from the Strategic Deployment Stocks at the United Nations Global Service Centre, scheduled to arrive in Port-au-Prince in March 2026.
🔹 Developing a Memorandum of Understanding template to govern the deployment of GSF personnel.
🔹 Transitioning the Trust Fund in Support of the Multinational Security Support Mission to expand its scope to support the operationalization of the GSF.
Establishing arrangements for a UN support office in a high-risk environment is inherently challenging, particularly considering the current security conditions in Haiti. Despite these complexities, the rapid progress in the start-up of UNSOH demonstrates "One UN" in action and what we can achieve together. DOS is committed to ensuring the success of efforts in Haiti.
