It is an honour to address you on the occasion of the twentieth anniversary of the General Inspectorate of Finance.
Allow me, on behalf of the United Nations in Haiti, to warmly congratulate the IGF and all its staff for these twenty years of commitment to transparency and sound public financial management.
Madam Director General, dear inspectors,
Your mission is essential. In a context marked by considerable challenges, your daily work contributes to safeguarding public resources and strengthening citizens’ trust in their institutions.
The fight against corruption is a long-term effort that relies on the complementary action of several institutions, in which the General Inspectorate of Finance plays a fundamental role.
As highlighted in the United Nations Convention against Corruption, this effort begins with prevention and oversight. This is precisely the mandate of the General Inspectorate of Finance. Through its audits and recommendations, the IGF helps identify irregularities and prevent abuses before they occur.
But this chain does not end there.
The information and findings resulting from oversight must be effectively utilized and coordinated by the relevant institutions. This is the core objective of the Anti-Corruption Task Force, which aims to strengthen cooperation among the various institutions concerned.
The next step is to translate this coordination into concrete action, so that all the entities involved can operate as a truly integrated mechanism delivering visible results in the fight against corruption.
Finally, when offences are established, they must be effectively addressed by the justice system. The establishment of “specialized judicial units” represents, in this regard, an important step forward in strengthening the capacity of the judicial system to handle complex cases of corruption and financial crime.
These various initiatives — prevention, coordination, and justice — form the links of a single chain.

For the past twenty years, the General Inspectorate of Finance has played an essential role in this chain of public integrity in Haiti.
